City of phenix city utilities department administrative offices will be closed Monday and Tuesday, April 10th & 11th, 2023. We will be upgrading our operating system. This upgrade will allow us to better serve the community.

During this time frame, no payments may be made electronically, using the kiosk, by phone, or in person – including the drive-thru. Payments made via the night deposit on April 10th or April 11th will not be posted until after April 12th. You will need to pay your utility bill on/before Sunday, April 9th to avoid any late/penalty fees or interruption to water services.

For your convenience, the utilities department will be open on Saturday and Sunday, April 8th & 9th, 2023 from 8 a.m. to 4 p.m., Eastern Time. 

The administrative offices are expected to re-open at 8:00 a.m., Wednesday, April 12, 2023.

The Planning Commission of the City of Phenix City, Alabama, made no motion or recommendation to the City Council of the City of Phenix City, Alabama, on the Rezone of 11 +/- acres of land on the West Side of Lakewood Drive & South of Holland Creek, GGG Partners, LLC, owner, after the Public Hearing was held on October 26, 2021. However, the Planning Commission has issued a report stating that the commission will not provide a recommendation on the referenced application. In anticipation of the commission’s refusal to provide a recommendation and in accordance with state and municipal law this public notice is being made.

SAFE WATER NOTICE

This safe water notice is being issued due to a loss of pressure in the Phenix City water distribution system along or near 4th Place South / Seale Road, south to 20th Avenue South / Seale Road.

WATER SAFE TO DRINK

Your tap water provided by the City of Phenix City is safe and may be used for drinking, making ice, washing dishes, brushing teeth, and preparing food.

What Happened?
On Thursday, June 10, 2021 around 8:30 a.m., Eastern Time, the water system lost water pressure due to a pipe rupture along Seale Road / 6th Place South, south to 20th Avenue South / Seale Road. This led to a loss of pressure in the distribution system, which may cause backpressure, backsiphonage, or a net movement of water from outside the pipe to the inside through cracks, breaks, or joints in the distribution system that are common in all water systems.

What was done?
The water main has been repaired. As a precautionary safety measure, the City of Phenix City issued a precautionary boil water notice for residences affected by the water main leak. Samples of the water in the affected area were taken and tested for bacteria. Test results indicated no bacteria, and the water is safe to drink and use as normal.

The Phenix City water system lost pressure in the distribution system along or near 4th Place South / Seale Road, south to 20th Avenue South / Seale Road.

BOIL YOUR WATER FOR THREE MINUTES BEFORE USING

Bring tap water to a rolling boil, boil for at least three (3) minutes, and cool before using. Or use bottled water suitable for drinking. Boiled or bottled water should be used for drinking, making ice, washing dishes, brushing teeth, and preparing food until further notice. ALL STORED WATER, DRINK OR ICE MADE RECENTLY FROM THIS SUPPLY SHALL BE DISCARDED.

This Boil Water Notice applies to areas which had no water pressure Thursday, June 10, 2021 along or near 4th Place South / Seale Road, south to 20th Avenue / Seale Road.

Inadequately treated water may contain disease-causing organisms. These organisms include bacteria, viruses, and parasites which can cause symptoms such as diarrhea, cramps, nausea, headaches, or other symptoms. They may pose a special health risk for infants, young children, some of the elderly and people with severely compromised immune systems.

What Happened?
On Thursday, June 10, 2021 around 8:30 a.m., Eastern Time, the water system lost water pressure due to a pipe rupture along the Seale Road / 6th Place South, south to 20th Avenue South / Seale Road. Such a system failure carries with it a potential that fecal contamination or other disease-causing organisms could enter the distribution system. These conditions may pose an imminent and substantial health endangerment to persons served by the system.

What is being done?
The water main has been repaired.  Samples of the water in the affected area are being taken and will be tested for bacteria.  After the test results indicate no bacteria, you will be notified that the water is safe to drink and use as normal.

It is likely that you will need to boil water for the next 2-3 days until the test results for two days indicate the bacteriological tests pass for two days. You will be informed when tests show that you no longer need to boil your water.

Phenix City Utilities is moving forward with an abundance of caution and taking the following preventative measures:

The City of Phenix City is staying in close contact with health officials and is monitoring updates from the Alabama Department of Public Health regarding the coronavirus, and as of right now, there has been one case of coronavirus confirmed in Alabama.

The citizens of our city need to work together as a community to take the following preventive steps identified by the CDC: Wash your hands often with soap and water for at least 20 seconds; Use alcohol-based sanitizer with at least 60% alcohol if soap is not available; Clean/disinfect frequently touched objects and surfaces using regular household cleaning sprays or wipes; Stay home if you feel sick. The CDC identifies certain people at higher risk: older adults and people who have the following serious chronic medical conditions: Heart Disease, Diabetes, Lung Disease.

The City of Phenix City recommends the following: Limit unnecessary trips; pay bills online or by mail; limit calls for Police and Fire to emergency situations only; visit your doctor if you have any of the following symptoms: Fever (100.4 or higher); Cough; and/or Shortness of Breath. As pursuant to section 22-27-48 of the Code of Alabama 1975, S22-27-48, the Phenix City Council will conduct a public hearing to solicit public comment concerning the expansion of the city’s Construction and Demolition Landfill. The public hearing will be held on Tuesday, the 19th day of November, 2019, at the City of Phenix City Council Chambers, located in the Public Safety Building at 1111 Broad Street Phenix City, Alabama 36867.

The expansion will include approximately 76 acres of vacant land that is adjacent to the existing Construction and Demolition Landfill. The service area and daily debris volumes will remain the same as the existing C&D Landfill. Copies of the proposed location map and application to the City Council will be available for review during normal business hours between the dates of October 2, 2019, and November 19, 2019, in the City Clerk’s Office, 601 12th Street, as well as on the website (below). A 12-inch water main on Brickyard Road, a quarter mile south of State Docks Road, has broken due to an independent contractor doing work in the area. Customers may experience reduced water pressure for several hours while utility crews fix the issue.

On Saturday, April 7, 2018, we experienced a major water line break on 36th Street. That break caused most of north Phenix City to lose water for the majority of the day. The line has since been repaired, and service has been restored. There was no danger to the public during this outage, the water is safe, and there is no need to boil your water for consumption.

The difference between the water main break which occurred on April 2, 2018, and the water main break which occurred on April 7, 2018, is that the April 2 occurrence required the water to be turned off to a large portion of the city’s water system until the next day to make repairs, and the occurrence on April 7, 2018, did not require the water to be turned off to a large portion of the city’s water system. On April 7, while a large portion of the city’s water system had much-reduced pressure, the water was not turned off to this area to make repairs to the water main. The City of Phenix City and Columbus have the ability to exchange water for emergencies, and this was done on April 7,  to help the City of Phenix City keep water flowing to the water system. A Columbus water crew also assisted the Phenix City water crews by installing a temporary water stop next to the water main break that allowed the Phenix City crews to repair the pipe. The City of Phenix City greatly appreciates the City of Columbus’ help. We also greatly appreciate the hard work and many hours that the City of Phenix City crews worked to repair the water main and restore pressure.

We apologize for any confusion that may have been caused by the lack of information available on the city’s website and social media.  In the future, we will strive to have information concerning major utility issues posted promptly on those platforms.  The city is also in the process of implementing a notification system that will alert the community of emergency utility issues, which we plan to have operational this year. This notification system will be able to communicate via phone call, email, and text message.

If you have discolored water, allowing the water to flow through your pipes may help to clear the discoloration. Red and dark-colored water is typically from rust sediment. If your clothes are discolored from the red / dark water, please contact the Utilities Department (334-448-2880) during normal business hours and request “iron out,” which is an agent that can remove rust stains from cloth. Cloudy / milky water is typically caused by very tiny air bubbles which will clear after the water sits still for a few minutes.

What Happened?
On Monday, April 2, 2018, the water system lost pressure due to a pipe rupture along US 80. This led to a loss of pressure in the distribution system, which may cause backpressure, backsiphonage, or a net movement of water from outside the pipe to the inside through cracks, breaks, or joints in the distribution system that are common in all water systems.

What was done?
The water main has been repaired. As a precautionary safety measure, the City of Phenix City issued a precautionary boil water notice for residences affected by the water main leak. Samples of the water in the affected area were taken and tested for bacteria. Two consecutive test results indicated no bacteria, and the water is safe to drink and use as normal.

Bring tap water to a rolling boil, boil for at least three (3) minutes, and cool before using. Or use bottled water suitable for drinking. Boiled or bottled water should be used for drinking, making ice, washing dishes, brushing teeth, and preparing food until further notice. ALL STORED WATER, DRINK OR ICE MADE RECENTLY FROM THIS SUPPLY SHALL BE DISCARDED.

This Boil Water Notice applies to areas which had no water pressure April 2 to 3, 2018 along, north of and south of US 80 west of Auburn Road and along Auburn Road.

Inadequately treated water may contain disease-causing organisms. These organisms include bacteria, viruses, and parasites which can cause symptoms such as diarrhea, cramps, nausea, headaches, or other symptoms. They may pose a special health risk for infants, young children, some of the elderly and people with severely compromised immune systems.

What Happened?
On Monday, April 2, 2018, the water system lost pressure due to a pipe rupture along US 80. This led to a loss of pressure in the distribution system, which may cause backpressure, backsiphonage, or a net movement of water from outside the pipe to the inside through cracks, breaks, or joints in the distribution system that are common in all water systems. Such a system failure carries with it a potential that fecal contamination or other disease-causing organisms could enter the distribution system. These conditions may pose an imminent and substantial health endangerment to persons served by the system.

What is being done?
The water main has been repaired.  Samples of the water in the affected area are being taken and will be tested for bacteria.  After the test results indicate no bacteria, you will be notified that the water is safe to drink and use as normal.

It is likely that you will need to boil water for the next 2-3 days until the test results for two days indicate the bacteriological tests pass for two days. You will be informed when tests show that you no longer need to boil your water.

The 2017 Mayor’s Ball for Education and Charity raised over $100,000, bringing the four-year total to $250,000. Those donations have enabled us to provide additional funds to 90 graduates of Central High School and Glenwood School for their college careers, funding to nonprofit organizations in our community, and this year we will have provided a total of 55 Dual Enrollment Awards to high school students to help them get a head start on college.

Demolition of Structures 2018-1

The City of Phenix City, Alabama will accept individual bids (without dumping fees) by licensed Phenix City contractors to demolish the FIFTEEN (15) structures located as follows:

If your bid is greater than $10,000.00, a 5% bond or cashier’s check must accompany your bid. Any bid exceeding $10,000.00 which does not have either a cashier’s check or bond at bid opening shall not be considered. Each property shall be bid individually. All sewer lines must be capped before being covered. All utility connections must be disconnected and secured. All debris and accumulation of materials resulting from demolition or any building shall be removed from the premises and disposed of properly. Grade lot to prevent standing of water.

• A Spreader is required to distribute seed/fertilizer.
• March 1 to August 31 – Common Bermuda grass (Hulled) 10 lbs/acre
• September 1 to March 1 – Common Bermuda grass (Unhulled) 10 lbs/acre and Annual Ryegrass 10 lbs/acre

Fertilizer Rate:

• Nitrogen: 5% – 10% | 60 – 90 lbs/acre
• Phosphorous: 10% – 15% | 120 – 180 lbs/acre

All work shall be completed within thirty (30) days of the bid being let.

Mayor Lowe and the City Council of the City of Phenix City have cancelled the annual State of the City Address that was scheduled for Thursday, January 18, 2018, at 6 p.m. Eastern Time at the Central Activity Center, in the interest of the safety of the community. The Police Department has been monitoring the roads, and there are many wet areas and remaining ice that is expected to refreeze again by 6 p.m. this evening.

WATER LINE BREAK: There has been a major water line break in the area of 30th Street and 10th Avenue. This will cause a disruption in service for a large area of central Phenix City. Utilities crews are onsite repairing the break, and we will have service restored as soon as possible. We apologize for the inconvenience.

19th Avenue & Tradition Way Closure

Due to road construction, a portion of 19th Avenue from Stadium Drive to 24th Street will be closed. Tradition Way will also be closed to all but local traffic. The closures will begin on September 20, 2017 and will continue until completion of the construction. During this time, delays should be expected, and travel times adjusted accordingly. Administrative Offices will remain closed tomorrow, September 12, 2017, due to anticipated outages / damages through the night and into tomorrow. Public Safety officials will continue to monitor the weather conditions and will provide updates regarding any changes to this plan.

Advanced Disposal does still plan to resume trash pickup tomorrow, as previously stated, but we will notify if that changes.

Due to Hurricane Irma, Advanced Disposal has decided in the best interests of their employees and the general public that they will not operate their residential trucks on Monday, September 11, 2017. Their plan is to operate like a holiday week, running one day behind, and finish on Saturday, September 16. If any changes are made to the schedule, we will provide an update.

Annual Garbage Exemption Applications Period: August 1 – August 31, 2017

Applications for Garbage Exemptions are accepted yearly during the month of August. Applications will be accepted beginning August 1, 2017 through August 31, 2017. ALL applications must be filed before Close of Business on Thursday, August 31, 2017. Late applications will not be accepted.

All applications must include the following:

• Sworn Statement Declaring Exemption from
• Filing Annual Income Tax Returns
• Social Security Statement of Benefits (current)
• Current Copy of Bank Statement(s)
  OR
• Current Year’s Income Tax Returns

No application will be accepted without the required documentation.

Qualifications

• Any household whose sole source of income is social security benefits
• Any household whose head of household is 62 years of age or older and:
  • the combined income of all adults residents does not exceed 75% of the Federal Poverty Guidelines
  • A portion of said income shall include social security benefits.

Notice of Public Meeting for Residents of District 3 in Phenix City

Phenix City District 3 Councilmember Arthur L. Day, Jr. will hold public meetings for the residents of District 3, entitled Let’s Talk.  The meetings will be an open forum to provide the residents of District 3 an opportunity to discuss issues in District 3 and the community that are of concern to them.
