Summary of Phenix City Council Meeting
May 19, 2020 – 9:00 am EST
Phenix City Council met in person for a regular Council Meeting at 9:00 am, EST, on Tuesday, May 19, 2020 at the Martin Idle Hour Park Community Center. The media and public were encouraged to watch online on the city’s YouTube channel. Cable TV BEAM also broadcast the meeting live on Cable Channel 7. Mayor and Council were present with one councilmember attending via teleconference.

Mayor/Council took the following action on agenda items:

May 4, 2020 Work Session Minutes were approved.

May 5, 2020 Council Meeting Minutes were approved.

Resolution in reference to authorizing an Escrow Trust Agreement and related transactions in connection with the refunding of the City of Phenix City’s General Obligation School Warrants, Series 2014-A, was approved.

Resolution in reference to making application to the United States Department of Homeland Security and FEMA for a Public Assistance Funding Grant to obtain funds for reimbursement due to the COVID-19 pandemic declaration, was approved.

Five Resolutions in reference to declaring properties a public nuisance and authorizing and directing the Housing Abatement Board to take necessary action to demolish, remove and clear all building materials, trash, and debris from the following properties: 1900 2nd Avenue, 2013 2nd Avenue, 1701 12th Place South, 1114 20th Street, and 118 20th Street, were approved.

Resolution in reference to awarding a bid to Foley Products Company for Reinforced Concrete pipe, was approved

Resolution in reference to declaring one wrecked 2015 Dodge Charger as surplus to be disposed of to Blaze Recycling and Metals, was approved.

First Reading – Ordinance in reference to authorizing the Issuance of Water and Sewer Revenue Warrants, Series 2020B. Council dispensed with the reading; Council suspended the rules, and approved the Ordinance.

Second Reading – Ordinance to exempt certain items from the municipal sales and use tax during the third full weekend of July, 2020, referred to as the “Back-to-School” Sales Tax Holiday, was approved.

Subrogation claim filed by State Farm on behalf of Rudolfo Barraca was denied.
