Job Summary

Under general direction inspects equipment to ensure signaling and safety equipment is operable, checks for proper fluid levels, reports major equipment malfunctions to superintendent, operates various pieces of equipment to complete repair and construction; gathers materials, equipment and tools needed to perform tasks; positions safety equipment at worksite and operates various equipment and tools in repairing asphalt; supervises and coordinates work crew, makes work assignments for workers and oversees installation and repairs; assists in replacement of fire hydrant, water meters and water vaults; resolves minor work related problems and performs additional tasks in support of the department as needed or upon request.

Essential Job Duties & Responsibilities

The following duties are normal for this position. Other duties may be required, assigned and expected aside from those set forth below to address operational needs and changing operational practices.

  • Inspects backhoe for proper operating condition and makes safety checks.
  • Using a grease gun performs lubrication services on equipment.
  • Checks oil, water and hydraulic fluid levels of vehicles and equipment; add fluids if needed.
  • Performs minor repairs and services on equipment to include replacing blown lights, bulbs, and fuses. Inspects tires to ensure no wear or damage is visible; uses air pressure gauge to ensure tires are properly inflated.
  • Refuels vehicles and gas powered equipment as needed.
  • Ensures that safety equipment such as fire extinguisher, road markers, and flares are on board and serviceable.
  • Reports major equipment malfunctions to superintendent for repair by shop mechanics.
  • Receives instruction on assignments or special projects from superintendent.
  • Equipment operation to include push mower, hand clippers, jack hammer, shovel, chain saw, concrete saw, string trimmer and backhoes.
  • Operates backhoe to load dump truck with dirt and other materials for transport to landfill or worksite.
  • Drives dump truck to deliver dirt or other material to worksite.
  • Positions safety equipment to include cones and signs; may position flagman to direct traffic around worksite.
  • Assists in performing and monitoring progress of work to ensure repairs are properly completed.
  • Erects barricades around work areas until work is completed to avoid possible safety hazards.
  • Repairs areas of cement asphalt or landscaping damaged during repairs or installations.
  • Operates backhoe to dig and prepare area to be repaired with asphalt or concrete.
  • Notifies warehouse of need to order large quantities of concrete used for repairs.
  • Operates packing machine to compress dirt in hole before filling with asphalt.
  • Completes work order upon completion of a job and forwards to dispatcher.
  • Performs a post repair inspection to ensure repair has withheld.
  • Supervises and coordinates installation and repairs of various projects.
  • Trains crew on the proper use of equipment and tools and assists in performing various pipefitting tasks. Continually inspects worksite to ensure safety regulations are followed and work is being performed properly.
  • Resolves minor work related problems and counsels employees as needed.
  • Advises and informs supervisor regarding performance and disciplinary matters.
  • Assists in performing minor building repair services to include painting.
  • Attends departmental and safety meetings.
  • Assists in other departments as needed or upon request.
  • Performs additional duties as assigned or upon request.

Qualifications

Education & Experience Guidelines
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities required for this position would be:

Education/Training
High School Diploma or GED or demonstrated of proficiency

Experience
Previous experience working with pipes to include fittings and valves, supervisory experience.

Licenses or Certifications Required
Must obtain Water Certification (ADEM) within one year of hire. Have Class B CDL.

The following generally describes the knowledge and abilities required in order to successfully perform the assigned duties of the position:

Knowledge of:

  • Asphalt repair, water utility maintenance repair and construction operations.
  • Organization and operational procedures of asphalt,concrete repair and construction division of utilities department.
  • Policies, rules and regulations of the City of Phenix City.

Ability to:

  • Read in order to comprehend operator manuals, directives, gauges, and indicators.
  • Write in order to prepare work orders and similar non-complex forms.
  • Verbally communicate in order to issue instructions, converse with supervisor and co-workers on work related activities.
  • Count, add and subtract whole numbers.
  • Safely and efficiently operate backhoe to assist in the repair and installation of water lines.
  • Delegate, communicate, motivate and leader.
  • Operate crane truck to load and unload pipe and heavy materials.
  • Operate dump truck to transport dirt, sand, gravel or other material.
  • Operate chain saw to cut low hanging limb or other debris from right-of-ways.
  • Exercise judgment particularly in tasks involving safety of self and others or efficiency of operations.
