Job Summary
Under general supervision of the City Engineer performs various tasks to assist with the operations of the Engineering and Utilities Departments through the application of an advanced knowledge of engineering principles and practices including but not limited to operation, design, construction, maintenance, and repair of structures and facilities for the City’s water supply, water distribution, water treatment, wastewater treatment and wastewater collection activities, preliminary engineering studies and design, project management, review of plats, plans, and permits, document preparation and review, surveying, field investigations, and computer aided drafting and mapping. Assists other departments and the public with technical support. Attends meetings and training as needed.
Essential Job Duties & Responsibilities
The following duties are normal for this position. Other duties may be required, assigned and expected aside from those set forth below to address operational needs and changing operational practices.
- Provides assistance and supervision of engineering division personnel and utilities department personnel.
- Attends meetings and training seminars as required.
- Assist other departments/divisions and the public by providing technical support as needed.
- Provide technical assistance to the City Manager, Utilities Director, Planning Commission, and City Council as needed.
- Perform preliminary engineering studies and design on various water distribution, water treatment, wastewater collection, and wastewater treatment projects.
- Provide assistance with roadway, bridge, and drainage projects.
- Prepare plans and specifications.
- Make technical decisions to propose solutions and resolve problems.
- Investigate proposed and ongoing construction sites, existing utility infrastructure, and existing street and storm drainage features.
- Research records such as easements, right-of-way, deeds, and various maps.
- Prepare public advertisements, contract documents, and advertisements for bids, address technical questions relating to projects, attend bid openings, review and check bids for accuracy and compliance with specifications, communicate with contractors, city inspector, and Utilities Department to monitor
- project and make decisions, maintain project records.
- Communicate with ADEM and ALDOT officials and consultants to coordinate project development.
- Review various plans and documents created by engineering personnel or submitted for approval to ensure compliance with regulations and proper engineering practices.
- Review permits to ensure compliance by the City and others.
- Review technical specifications and make necessary revisions.
- Review maps, feasibility studies, development plans, etc. in order to plan Utility Improvement projects.
Qualifications
Education & Experience Guidelines
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities required for this position would be:
Education/Training
Must have a bachelor’s degree in civil engineering from an accredited university.
Experience
Two years experience in water distribution and treatment, wastewater collection and treatment.

The following generally describes the knowledge and abilities required in order to successfully perform the assigned duties of the position:
Knowledge of:
- Civil engineering principles and practices particularly as applied to water distribution, water treatment, wastewater collection and wastewater treatment in order to perform preliminary engineering studies and design, perform field investigations and review to make technical decisions.
- Complex mathematical principles in order to make calculations.
- State and Federal Laws and regulations pertaining to public utility operations.
- Policies of EPA, ADEM, CORP of Engineers.
- Governmental procedures.
Ability to:
- Utilize word processing, spreadsheet, database, and computer aided drafting software.
- Read, interpret and comprehend plans, specifications, and technical manuals/drawings.
- Prepare technical documents and sketches in a clear and legible manner.
- Communicate effectively in a professional manner with supervisors, co-workers, and the general public.
- Possess leadership skills.
