The City of Phenix City provides water, sewer, and garbage services to the majority of residents that live within the city limits. Due to the city’s unique infrastructure and annexation lines, the quickest way to be certain whether or not your property is connected to Phenix City utilities is to call the Utilities Department at 334-448-2880.

Sewer Rates

The following schedule of rates and regulations regarding the furnishing of water and sewer from the water system of the city is hereby established and declared to be effective upon passage, approval, and adoption by the City Council of the City of Phenix City. (Ordinance No. 2023-08 | Effective Date: June 29, 2023)

Sewage Fees

The sewer usage fee shall be based on all water usage. Sewer fees are as follows:

  • First 1,500 Gallons: No Charge
  • Per 1,000 Gallons of Water Usage: $4.25
  • Customer Charge:
    • Standard: $21.50
    • Commercial and Industrial: $42.75
  • Maximum Residential Sewer Use Charge: $55.20

Note: There shall be no maximum charge for commercial or industrial use.

Commercial Hauling Fees

  • Annual Permit: An annual permit fee of $150 shall be paid for all commercial haulers
  • Septic Water Dumping Fee: Commercial haulers shall pay a dumping fee per gallon of septic water dumped, based on the haulers manifest (manifest form provided by the Phenix City Utilities Department)
    • $0.025 per gallon of septic generated inside Russell County
    • $0.050 per gallon of septic generated outside Russell County
  • Grease Dumping Fee: Commercial haulers shall pay a dumping fee per gallon of grease dumped, based on the haulers manifest (manifest form provided by Phenix City Utilities Department). When grease is dumped in combination with septic water, the grease charge shall be prorated based on grease content of the discharge
    • $0.04 per gallon of grease generated inside Russell County
    • $0.08 per gallon of grease generated outside Russell County
  • Payment: All dumping charges shall be paid within 30 days of billing.  Failure to pay all dumping charges when due shall result in revocation of dumping permit

Lift Station Surcharge

The surcharge fee will be based on dollars billed for sewer usage. Lift station surcharge fees are as follows:

  • Per dollar billed for sewer usage: 5%
  • Minimum monthly charge: $100

Any commercial, multi-family (more than 4 units), or industrial development requiring a new lift station that is taken over by the city to operate and maintain shall pay the applicable surcharge fee. Any lift station to be taken over by the city shall be designed to city specification.  For said fee, the city will assume responsibility for maintenance and repairs of the lift station.

Single-family residential developments requiring a new lift station must design said lift station to city specifications and will be taken over and operated by the city once it’s dedicated to the city by the developer.

Costs associated for larger taps will be determined after a field investigation, and shall include labor and materials. (If pavement must be cut or bored under for any service, a fee of $20 per foot of pavement cut or bored under will be charged with a minimum charge of $300.00 will be charged to the customer or developer.).

All sanitary taps associated with water services larger than 2 inches shall be furnished and installed by the Owner/Developer/Contractor at the Owner/Developer/Contractor’s expense and shall conform to Phenix City Utilities Department specifications/requirements.

Owner/Developer/Contractor shall furnish and install all materials as required. All material shall conform to Phenix City Utilities Department specifications/requirements. Prior to installation of any material Owner/Developer/Contractor shall furnish to Phenix City Utilities Department two copies of submittal data. Submittals will be reviewed by Phenix City Utilities Department and approved or returned with required changes noted. Only upon receipt of approved submittals shall any material be installed upon or within Phenix City’s sanitary system.

System Development Fees

¾” Water Meter: $2,600

For meter sizes greater than 10”, the price shall be determined through an analysis of projected needs for the customer involved.

Plumbing Malfunction Service Charges

The following service charges will be assessed only if the problem is determined to be a plumbing malfunction on the customer’s property. The following charges are applicable:

  • Newly constructed sanitary lines first time: No charge
  • Each subsequent televising on an hourly basis: $920.25
  • Service calls during normal working hours: $88 per hour
  • Emergency service calls after hours: $132.50 per hour

Tap Fees on Lines 20+ Years Old

Fee where taps are being installed on existing lines more than 20 years old:
4” Diameter (5/8” or ¾” Meter): $1,250

New Customer Service Fees

Each new customer requesting garbage, water, or sewer service from the system (regardless of whether the premises to which service is to be furnished had been previously connected with the system), shall pay to the city a connection fee to cover the cost of adding the customer to the system. Fees for connection shall be:

  • Full Service: $110 (Water, Sewer, Garbage)
  • Garbage and Sewer: $102.50
  • Water & Sewer: $90
  • Water Only: $75
  • Sewer Only: $75
  • Garbage Only: $27.50
  • Sprinkler System: $50
  • Hydrant Meter Deposit: $1000

Payment of Bills

All bills for water, garbage, and sanitary sewer service shall be rendered monthly on the same statement, where more than one service is provided. Payment for each shall not be accepted separately, but shall be accepted on the same statement. Each bill for service shall be due when rendered, and delinquent 21 days after due date. A late or delinquent fee shall be assessed on all charges not paid on or before the 21st day after the due date. To view bill pay options, visit the Bill Pay section.

Unpaid Bills

All unpaid bills will be delivered to a service person with instructions to discontinue service. Upon discontinuance of service for nonpayment of account, a reconnection fee, in addition to the delinquent bill and all other fees previously charged, must be paid before service is reestablished. All reconnects shall be made only during normal working hours and no cut-offs will be made on Friday, holidays, or the day before a holiday. If it has been necessary to discontinue the service, a reconnection fee will be required.
